The Secrets Behind Matan Torah

Instead, it opens with an interaction between Yisro and Moshe, detailing Yisro’s advice with surprising emphasis. Given the unparalleled significance of Matan Torah, why does the Torah not begin with it? Why does this seemingly minor episode precede the defining moment of creation and the Jewish nation's purpose?

Even more puzzling is the Parasha's very name—Yisro—rather than something directly linked to Matan Torah.
