《💻賦權港府接管關鍵基礎設施電腦系統》
關鍵基礎設施的電腦系統，直接影響香港社會的日常運作，必須訂立法規，制定適當的安全措施。雖然現時的條例草案中，有賦權專員要求關鍵基礎設施的營運者作出補救行為，但卻沒有任何關於賦權專員接管系統的條文。
因此，我在2月6日的條例草案委員會上提出，在特別的情況下，例如因各種原因而令關鍵基礎設施的電腦系統出現狀況，而營運者無法或故意拒絕作出補救的情況下，當局應有權力直接接管該系統，以保障香港社會可維持正常運作。
《💻Empowering the SAR Government to Take Over the Computer System of a Critical Infrastructure》
The computer systems of critical infrastructures (CIs) affect the normal functioning of society. It is necessary to establish regulations and implement appropriate security measures. Although the Bill under review contains provisions that allow the Commissioner to request a CI operator (CIO) to take remedial measures, it lacks provisions regarding taking over the computer system of a CI.
Therefore, during the Bills Committee meeting on 6 February, I proposed that under special circumstances -- such as when the computer system of a CI experiences disruptions due to various reasons, and the CIO is either unable or intentionally unwilling to take remedial actions -- the Administration should be empowered to take over such computer system to ensure the normal functioning of society.
