This one trick fixes most remotes. At least the ones I have encountered. It's usually a cracked solder joint that is the problem. I think it is because remotes can be abused by throwing them around a lot. Turns out that this remote had a weak solder joint. I wasted a little time testing the capacitor but then resoldered the other 3 joints. That was it!
