The Hokage is historically the pinnacle of the shinobi world. The leader of the most powerful of the 5 great nations is always packing strength that rivals or exceeds the rest of the shinobi on the planet during their tenure. So, naturally, a big topic of conversation in the Naruto power scaling community is how to properly rank the Hokage. Over the last few years, one of the more heated Hokage vs battle debates has been over who exactly should be in second place behind Naruto. For a long time, Hashirama was the clear, sole-owner of that spot, but as the canon Naruto light novels have circulated, opinions have begun to shift spawning a new debate in the community; The Copy Ninja vs The God of Shinobi.
